Define what the system should improve
Choose two or three needs, such as clearer priorities, stronger manager feedback or better development decisions. Avoid making the first cycle carry every reward, promotion, succession and capability decision. A narrower system is easier to explain and run well.

Translate priorities into role outcomes
Each role needs a small set of meaningful outcomes, not a catalogue of activities. State the result, measure or evidence, timeframe and any important quality constraint. Add behavioural expectations only when managers can describe observable examples.

Design a lightweight cycle
Begin with goal agreement, schedule regular check-ins and a midpoint review before the final conversation. Allow goals to change through an explicit approval route when business priorities shift.

Make check-ins useful
A check-in should answer: what progressed, what is blocked, what changed and what support is needed? Record concise actions rather than transcripts. Managers should address a concern when it appears instead of saving it for the final review.

Build fairness in, then pilot
Give managers shared decision anchors, ask them to consider the full period and separate evidence from personal style. Calibration should improve consistency, not force a distribution without a business reason.
Pilot with a representative group. Review completion, goal changes, check-in quality and reviews needing rework. Improve the workflow before scaling; more fields rarely fix weak conversations.
